ITIS Holding, a leading global provider of intelligent traffic infrastructure and road user charging solutions, announces a major milestone in its international expansion. Its German-based subsidiary VITRONIC has secured a long-term contract to operate a next-generation traffic safety and violation enforcement program for Montgomery County, Maryland (USA). The contract may run for up to nine years with total value exceeding 100 million EUR, making it one of the most significant traffic safety initiatives in the United States and a key pillar of the county’s Vision Zero strategy.
The project is the largest operational service engagement in VITRONIC’s 40-year history, while also representing the first large-scale deployment in North America jointly delivered by companies across ITIS Holding. Alongside VITRONIC, the ITIS Holding’s Slovak and Czech subsidiaries SkyToll and TollNet will contribute to support the successful delivery and operation of the program. It showcases how ITIS Holding is leveraging its global experience to deliver fully managed, end-to-end traffic enforcement operations in new markets.
A strategic shift from product delivery to full operations
Unlike traditional projects focused on delivering enforcement technology, this contract covers the full operation of the county’s traffic safety enforcement program, including the end-to-end handling of violations related to speeding and red-light offenses.
This marks a strategic evolution for VITRONIC in the U.S. market — from supplying equipment to providing a comprehensive, software-driven operating model that processes violations, manages data flows, ensures accuracy and compliance, and supports the county in achieving its safety goals.
Strengthening geographic diversification
The Montgomery County project significantly strengthens ITIS Holding’s presence in the United States, which is a key growth market in the global traffic safety sector. Entering the U.S. through one of the country’s most advanced and respected Vision Zero jurisdictions offers a strategic platform for further expansion and positions ITIS Holdingas a credible and scalable provider for North American cities and states.

Traffic safety remains a significant challenge in the United States, with 39,345 fatalities recorded in 2024 — an 8.2% increase over the past five years. With 12.3 fatalities per 100,000 people, the U.S. fatality rate is more than double that of European countries (5.9) and Australia (5.2), highlighting the pressing need for innovative and effective solutions to help protect lives. Montgomery County, Maryland, launched its automated traffic enforcement program in 1999 to improve road safety and reduce violations by influencing driver behaviour. The program is a key component of the county’s Vision Zero strategy aimed at eliminating traffic-related fatalities and serious injuries.
According to county reports, there were 37 fatal crashes in 2024, exceeding the 2015 – 2019 annual average of 30 fatal crashes and 33 fatalities. Since the COVID-19 pandemic, there has been a rise in impairment, speed, nighttime and roadway departure crashes, further highlighting the critical need for this program to curb speed by changing driver behaviour.
